Mendocino Redwood Company, LLC (MRC), steward of approximately 228,500 acres of Northern California Redwood and Douglas-fir forest, is in the process of developing a Long Term Sustainable Forest Management plan that encompasses a Habitat Conservation Plan (HCP), Natural Communities Conservation Plan (NCCP) and Program Timberland Environmental Impact Report (PTEIR). This plan will provide for conservation of threatened and endangered species and sustainable timber harvest over the next 80 years.
Goals for the Plan
Through our long term management plan, MRC intends to:
- Protect, enhance, and increase habitat for rare, threatened or endangered species covered in the plan.
- Mitigate the impact of our land management on covered species.
- Maintain and improve biodiversity on our lands.
- Contribute to the recovery of threatened and endangered species.
- Attain "regulatory certainty" for our endangered species management.
- Double conifer inventory through our long-term management plan.
- Increase restoration efforts throughout the property.
Public Participation in the Planning Process
In June of 2002, 3 public scoping sessions were held to receive public input on potential concerns that needed to be considered when the agencies prepared their assessments of the effects of the plans (Environmental Impact Statement and Environmental Impact Report). Since that time, Mendocino Redwood Company elected to prepare a Timber Management Plan and the California Department of Forestry and Fire Protection elected to complete a Program Timberland Environmental Impact Report. The initial public scoping sessions for the PTEIR were held on March 23rd 2006 in Fort Bragg and on March 28th 2006 in Ukiah. Long Term Sustainable Forest Management Plan Specifics
MRC's long term sustainable forest management plan is comprised of several documents:
- The HCP/NCCP is MRC's operational plan for managing threatened and endangered species, rare plants and natural communities on the property.
- The Environmental Impact Statement and Report (EIS/EIR) is the environmental analysis of our plan.
- The Timber Management Plan (TMP) specifies how much and what type of harvest can be done to accomplish a sustainable timber harvest over 80 years. In combination with the EIR and HCP/NCCP these documents can be considered a Program Timberland Environmental Impact Report (PTEIR).
- The Implementation Agreement (IA) is the contract between MRC and the signatory Governmental Agencies for the implementation of the plan.
- A Long Term Streambed Alteration Agreement (LTSAA) will provide for a programmatic approach to permitting for stream crossing permits versus the current project by project approach.
- The Water Quality Memorandum of Understanding (MOU) is an agreement between MRC and the North Coast Regional Water Quality Control Board to meet water quality objectives.
